making users feel like using one network.
Figure 2 shows ZTE’s OneNetwork solution.
ZTE’s OneNetwork solution involves one
CN, one type of multi-mode baseband unit
(BBU), one or two kinds of Remote Radio
Units (RRUs), and one OMC. The CN generally
consists of elements such as SGW/MGW,
MME/MSCS and SGSN. All the equipments
are in the same size and appearance. Over 70%
boards have the same hardware architecture.
Different functions depend on different software
configuration. The mutil-mode BBU is
designed according to the microTCA industry
standard. All the boards are in the same size.
The baseband processor boards are ready in
hardware for GSM, WCDMA and LTE. The
RRU includes macro RRU and pico RRU. At
present, the macro RRU supports 20W to 60W
output and 2*2 MIMO. In the near future, 4*4
MIMO will be available. The RRU supports
different frequency bands such as 850MHz,
900MHz, 1800MHz, 2.1GHz and 2.6GHz. The
OMC is named as NetNumenTM M31 which
normally consists of nine functions showing as
the following:
The unified OMC supports different technologies.
OMC runs based on WINDOWS and UNIX.
ZTE’s OneNetwork solution supports GSM/
WCDMA/LTE networks and addresses the
needs for smooth network upgrade and evolution
under different application scenarios.
• When operators need to upgrade a GSM network,
they can configure base stations working in multi-
mode and supporting both GSM
and WCDMA;
• When deploying a WCDMA
network, operators can conduct
LTE network planning. They
can directly insert LTE baseband
boards to support LTE in
the future;
• Operators can flexibly allocate
spectrum resources to different
technical standards according
to service deployment. For
example, if a mobile operator
has 20MHz of bandwidth in
the 2.1GHz band, it is only
necessary for the operator to
allocate 5MHz of bandwidth to
LTE services at the early stage
of network construction due to
few LTE users and to allocate
the rest 15MHz of bandwidth
to 3 WCDMA carriers. As LTE
services grow, the number
of WCDMA carriers can be
decreased to 2, while the LTE
bandwidth can be increased to
10MHz. Finally, all spectrums
are refarming to LTE services,
thus enabling smooth and seamless
evolution.
When operating a very old
GSM system, GSM/UMTS operators can build
a new LTE&GSM network to replace the old
GSM system. The existed UMTS network coexistence
with LTE&GSM system. By software
upgrade, the GSM spectrum can refarm to future
single LTE system.
When introducing WCDMA services, GSM
operators can build a new LTE&UMTS network
to launch 3G first. The existed GSM network
co-existence with LTE&UMTS system. By software
upgrade, the GSM spectrum will refarm to
LTE&UMTS system.
With ZTE’s OneNetwork solution, operators
can greatly reduce their build out costs. One
core network can support GSM, WCDMA and
LTE at the same time. For the same or adjacent
frequency band, only one RRU can support LTE/
UMTS, LTE/GSM or UMTS/GSM by software

configuration. By deploying 900MHz or lower
spectrum network, the sites number will decrease.
ZTE’s OneNetwork solution helps operators
significantly reduce the network TCO. The innovation
of this solution lies in the usage of one
network to lower CAPEX and one OMC to lower
OPEX, thus ensuring high scalability and seamless
evolution of the network. Also, this solution extends
system service life, reduces investment risks,
and saves energy. The power amplification efficiency
of base stations in 2008 has accounted for
40% and will reach 50% in 2009. The distributed
base station (BBU + RRU) used in this solution
has a very small footprint and can be easily and
rapidly installed.
Conclusion
LTE shows the evolution trend of the existing
radio communication technologies. Based on deep
understanding and abundant experience in the field
of radio communications, ZTE is capable of delivering
a cost-effective LTE solution based on unified
SDR base station platform, unified all-IP core
network platform, and unified OMC platform. It
facilitates operators in upgrading existing networks
while increasing their brand value and profits.
