Rules relating to the advertising of
gambling were also changed to bring
the code into line with the

INTELLECTUAL PROPERTY
Ensuring the maintenance of strong
intellectual property (IP) protection
is a key priority.
The follow up to the Gowers Review
of IP, which was a big focus in 2006,
is still in the early stages. However,
PPA members’concerns are given
voice through PPA’s involvement in
various committees including the

THE BATTLE TO MAINTAIN zero rates of VAT for
printed media will continue, with increased
lobbying in Brussels to convince the
Commission that a call for harmonisation
of VAT rates is unnecessary. The
public affairs team will keep beating the
drum for advertising freedoms and will
lobby the European Commission to be able
to carry information to patients on
prescription medicines, as well as ensuring
that any advertising code reviews are not
detrimental to the interests of members.
PPA will contribute to a review of
defamation rules both here and in Brussels
and work to protect members’intellectual
property by lobbying for a sensible solution
on issues such as transformative works.
The team will continue to provide forums
on key legal issues and will increasingly go
out of London to ensure regional access to
the relevant legal advice.

TMAP AND CHILDREN’S
MAGAZINES
2007 saw a successful TMAP forum
focusing on online issues and a
number of‘mentions in despatches’
in influential reports from the likes
of OFSTED for advice given in teen
magazines. The team also held a
briefing lunch for politicians to
highlight all the work children’s
and teen magazines do to promote
numeracy, literacy and self-esteem
in young people, providing
examples from recent campaigns.
