PLANT COST INDICES
UK and International
Plant Cost Indices
First appearing in Process Engineering in 1973,
our long-running UK and International Plant Cost
Indices provide important data for process design
and project engineers.
For the benefit of new readers, a brief
explanation of the background to the indices
might help. Like most such economic indices, the
UK ‘Predict’ Plant Cost Index is a composite
figure, made up from four components, carefully
weighted to take into account most activities
involved in construction projects. In these terms,
the composite index, C, is given by:

C = 0.45Eq + 0.1Ci + 0.19Cn + 0.26Di
in which Eq is the ‘Equipment Index’, Ci the ‘Civil
Index’, Cn the ‘Construction, or Site, Index’, and
Di a ‘Design, Engineering and Administration
Index’. All four component indices are in turn
made up of their own sets of sub-indices.
All the PE indices are to the base 2005avr =
100, but as the OECD raw data has also recently
been revised to this same base, some of the
International figures have been revised.
Therefore, please consider all figures given below
as having been ‘revised’.

Linde AG has awarded GE Fanuc Intelligent
Platforms a $1m order to deploy its ' Proficy
Historian’ and ‘Proficy Plant Applications’ to
standardise 350 Linde sites worldwide …
Huntsman plans to build a fertilizer plant at its
pigments manufacturing plant site in Calais,
France … Jacobs Engineering has won a
contract from Centrica plc to provide frontend
engineering services for an underground
gas storage project at the Caythorpe onshore
gas field … Siemens Energy has secured a
Euro700m order from the Dutch utility
Enecogen for an 870MW combined cycle
power plant … Burckhardt Compression has
gained an order from OJSC Syzran Refinery, a
subsidiary of OJSC Rosneft Oil Co in Russia,
to deliver four process gas compressors for a
refinery upgrade project … Alstom has been
awarded a contract worth around Euro1bn by
RWE npower for the design and construction
of a 2,000MW gas-fired combined-cycle
power plant in Pembrokeshire, Wales.

Petro Rabigh has started up a 600ktpa
monoethylene glycol plant using Shell’s
OMEGA process … SABIC and the Saudi
International Petrochemical Co (Sipchem) are
to collaborate on a series of major speciality
petrochemical facilities in Saudi Arabia …
Jacobs Engineering has been awarded a oneyear,
$1.5m general engineering services
contract by Petro Rabigh … Emerson has
won a contract from Golar LNG to supply its
PlantWeb digital automation architecture for
basic process control and safety systems on
the Golar Freeze, a floating storage and
regasification unit vessel.

BP America has placed a $1.1m order for
flow meters from GE Sensing & Inspection
Technologies ... LyondellBasell is to produce
bio-ETBE – an ethanol fuel component
produced from biomass and natural gas
liquids – at its Channelview, Texas, site from
Q4 09 … Emerson has won a contract from
Portland General Electric to apply its Ovation
SCADA system to the Biglow Canyon wind
farm … Chevron has awarded Mustang a
FEED contract for the topsides facilities for its
Jack St Malo Project in the Gulf of Mexico …
